The Utilities are not friends of Renwables -- most certainly not solar. The hindrance, stonewalling, and packing of cronies and henchmen into the CPUC ensures that the Utilities have an unfair and unscrupulous advantage in stacking the deck against consumers and alternative providers at every point. It's a bad joke to think that CA will ever see what is it's natural right: Solar and wind power available and affordable to all citizens.
