if it does infact work as explained and no thermodynamic laws are magically deffied then the material that separates the hydrogen from the water is probably used up. meaning if it used magnesium (as an example) then it would need to have its magnesium membrane replaced after a certain time. therefore it might be that the water nor the air are the fuel but rather the membrane. like saying a steam engine runs on water when really it runs on coal ...
