Has science advanced sufficiently that commercial quantities of cellulosic biofuels are now possible?

Cellulosic Ethanol

"Commercially available" needs to be defined. I think that the biggest issue will be aggregating sufficient feedstock to produce cellulosic ethanol in materially meaningful quantities plants producing millions of barrels (not millions of gallons) so that it really impacts on fuel supplies. This holds true for any technology employing cellulose as a feedstock (in my humble opinion). If we can scale down the production to produce smaller quantities easily and locally, that's another matter - but I'm not optimistic on that for the foreseeable future. I think that biogas from organic feedstock is more interesting.
